For the starting a Food realted business you have to required the following things -

a) Setup a legal entity like Sole Proprietorship Firm, Partnership Firm, LLP or Private limited Comapny. Best thing is always start with the Sole Proprietorship Firm then on later stage you can easily convert into the private limited company.

b) Take the Proper Tax Registration- in the food related business you have to requried the tax registration also like VAT/CST or mainly the service tax registration.

but in the some state VAT/CST is very expensive thing so best thing to setup a Sole Proprietorship Firm just take the shop act license where you want to start the business, its required you premise proof like elect bill copy and NOC from landlord or rent agreement copy. In the mumbai its called also gumasta license.

apart from above license if you have packaging food then also apply for the FASSI license on the later stage.
