Dairy business isn't as simple as milking Cows. You should start with deciding whether you would want to rear cows or procure milk. Whatever the case, it's going to be a business at the end of a day and should be given some serious thought:
Think of the basic elements like number of cows you would want to start with or quantity of milk that you would procure. The size of the market where you'll sell your product. The resources required across the supply chain, from milking/procuring to selling. Bills that you would be required to take care of and what could be that breakeven number.
Try visiting dairy farms in your area to understand the process of farm management, waste management, cattle feed, etc
If you intend to do it a professional way then you should learn about cropping and feeding as well. You might not want to hinge the success of your farm on the cows' ability to graze. You need to think about ration or a blend of ration and graze.
As far a legal registration is concerned, I believe dairy falls under agriculture and need not require registration. It's not a commercial form of business. However, NABARD or Dairy development board may be able to provide you exact information
