Can a food catering business be recognized as startup in India?

In India, the DIPP specifies that to be a startup, you need to fulfill one requirement, aside from being an entity that’s less than five years old with revenues of less than 25 crores. The start-up should receive any one of the following: a. A recommendation from an incubator established in a post-graduate college in India, with regard to the innovative nature of the business; b. Support from an incubator funded by the government to promote innovation; or c. A recommendation from an incubator recognized by the government, with regard to the innovative nature of the business; or d. Be funded by the government as part of a scheme to promote innovation, or e. Funding from an Accelerator/Angel Fund/Incubator/Private Equity Fund registered with SEBI, or f. A patent from the Indian Patent and Trademark Office.
